Board of Directors NewsCTLS Awards Announced!
The first ever CTLS Awards were announced at the Winter Membership Meeting on Friday, January 23, 2009 at the Bee Cave City Hall. The Awards Committee was represented by Phyllis Macmillan of Marlin. The committee appreciates all the nominations sent in by member libraries. The Friends Project of the Year Award went to the Blanco Library Friends. They hosted an Antiques Roadshow event which raised money for library materials and equipment. They also purchased equipment for the Oral History Project, and invited a college professor and her students to scan documents on the spot for citizens as a way of collecting local historical items. The Award for the Board Member of the Year went to Barbara Crossno of the Fairfield Library. Barbara has volunteered at her library for over 40 years, even serving as director. “She is a mentor and role model for the staff,” said her nominators. Barbara also serves on the CTLS Board. Two young ladies both received Youth Volunteer of the Year Awards. Their nominations showed them to be so outstanding that the committee decided to award both of them. Kara Lane, a volunteer at the Westbank Community Library for 5 years, also did her Girl Scout Gold Award project by designing and completing a walkway across the library’s grass from her high school. Amanda Dickinson, a volunteer at the Dripping Springs Community Library, helped form a Teen Advisory Group and is creating a marketing plan for the library’s TAYSHAS books. Congratulations to all the winners and nominees! Your work is valued highly and has not gone unnoticed.

In Fiscal Year 2008, the combined budget of CTLS, Inc. was $692,762. Income sources were primarily from two state and federal grants, but a number of donations were received and some revenue was generated by outside activities of the Board. The Board met monthly during the fiscal year except for November, January, and June to conduct system business. The nine-member board worked hard to synthesize information and reach decisions that would be in the best interests of the 78 member libraries and the staff. Board members continued to work diligently to keep Texas Legislators aware of the value and benefit received by all library members in Texas, not just CTLS. Board members continued to stay in touch with Texas State Library & Archives Commission members, wrote letters, and attended TSLAC meetings and Library Systems Act Advisory Board meetings to gather information and make the system’s position known to these important groups. This is an active, working board that works well together. A vacancy that occurred in 2007 on the Board was filled by Muriel Jackson from Wimberley. In January, long-time board member and staunch library advocate Don Oliver resigned for health reasons. Oliver will be greatly missed. Peggy Gibson was elected Chair of CTLS, Inc. at the January 2008 board meeting. The board remains strongly committed to their task and continue to advocate and stand up for the system in multiple ways. Peggy Gibson sent out a letter to membership and others to present the case for support of an exceptional item addition to the TSLAC budget and received a number of comments both in support of and some against this idea. Gibson hopes to continue this type of dialog with membership in 2009. Board Member Betty Lowrance presented the Board's resolution that state general revenue be appropriated for the ten regional systems in FY 2010-2011. This petition was presented to the Texas State Library & Archives’ Commissioners in Ft. Worth in April and was well received. The Development and Fundraising subcommittee of the Board sold day planners to raise money for the Unallowable Cash Reserve which the State Library requires CTLS to maintain. The board voted to continue to use the Day Planners as a fund raiser and also to increase awareness of the purpose of CTLS through giving these Day Planners to City Councils, Legislators, and members of other governing bodies. The Board will also assist once more with the Friends of CTLS annual fundraising luncheon to be held in January 2009 in conjunction with the Winter Membership meeting.
